A noted figure in British Pop Art, Phillips trained at the Royal College of Art in London with his contemporaries David Hockney, Allen Jones, and R. B. Kitaj, among others. Upon receiving the Harkness Scholarship to study in New York, he had the opportunity to exhibit alongside his American counterparts Andy Warhol, Roy Lichtenstein, and James Rosenquist. His interest in everyday objects, mass consumption, and experimentation with digital techniques are captured in his work through the image of the tire and what it represents.

Born into a working-class family, Phillips studied at the Royal College of Art in London in the late 1950s alongside fellow students David Hockney, Peter Blake, Derek Boshier, Allen Jones, R. B. Kitaj, Billy Apple, and Brett Whiteley. After winning a Harkness Scholarship in 1964, Phillips moved to New York, where he exhibited alongside American artists such as Andy Warhol and Roy Lichtenstein. He later emigrated to Switzerland, Spain, Costa Rica, and currently to Australia, where he continues to work at the age of 80.
